摘  要：网络群体性事件是群体性事件在互联网时代背景下衍生出的一种新的特殊形式。由于我国现阶段处于社会转型的特殊时期，社会利益矛盾的尖锐逐渐显现，社会公民权利义务意识开始觉醒，加上网络的迅速发展，网络群体性事件成为不可避免的社会现象。如果无法有效的解决网络群体性事件的发生，它带来的网络负面效应将会不断滋生蔓延，逐渐影响现实社会的发展，加重政府与社会的信任危机，阻碍国家进步。而网络群体性事件的解决需要政府与社会的共同努力，建立健全防范协作机制、构建利益整合机制、加强网络舆情引导及增强网络群体权利义务意识。

Network Mass Incidents: Influences, Causes and Countermeasures

Abstract：Network mass incidents are a new special form of group events. Since China is currently in a special period of social transformation, the conflicts of social interests have become increasingly prominent. The awareness of the rights and obligations of social citizens has begun to awaken. With the rapid development of the Internet, network mass incidents have become inevitable social phenomena. If network mass incidents cannot be effectively managed, the negative effects of the network will continue to grow and spread, gradually affect the development of the real society, increase the trust crisis of the government and society, and hinder the progress of the country. The settlement of network group incidents requires the joint efforts of the government and the society, actively establishing and improving the prevention coordination mechanism, constructing the interest integration mechanism, strengthening the Internet public opinion guidance, and strengthening the awareness of rights and obligations of the online community. This is the test of the government's ability to govern in the new period and it is also a test for inpiduals in society.
