摘要随着我国城镇化发展，出现土地被征用，农民被迫上楼的状况。受各种因素影响，上楼农民在上楼前后会遭受各种利益受损的状况。上楼农民中的留守农民受中国文化传统、受教育水平低、政府管理职能失职等因素影响，维权意识和维权能力薄弱，不能够很好地进行利益表达和方式选择，这容易强化上楼留守农民的边缘化处境。社区发展模式的介入在帮助上楼留守农民解决利益表达问题的同时能够提升农民的利益表达能力和政治参与能力，从而更好地维护自己的利益。社会工作是促进群体能力发展和社会环境改善的使能者，能够通过介入这一领域而实现共同发展。88456
