Situation and Solution of Elderly Service in Urban Community
Abstract: With the aging of population and miniaturization of family structure, traditional
services for the aged face to serious problems. At the same time, nursing house is far from
available. So the community became a brand new way for elderly service because of its benefits
both in family and organization. This paper is based on a day care center and a action center in
a urban community and some other supporting thesis for research object with a series of
interview. During the research to find out the situation of elderly service in urban community,
there are still some problems to limit the development of elderly service. They are: not enough
and good enough facilities; staffs are not so professional; not enough social supporting. The
paper will try to give the answer.

一、 绪论
（一） 研究缘起
随着计划生育和当代人生育观念的改变，中国的人口结构趋向老龄化。我国的老年人
口已经超过 1 亿大关，还在以每年 3%以上的速度不断增长（娄金霞，2013） 。与之相对
的是“未富先老”的实际养老困难。在这重重的压力下，老年人的数量在不断增长，养老
的压力也越来越大。
中国养老的主要模式以家庭养老为核心，但是随着时代的发展，以及家庭观念、家庭
结构的变化，传统的养老模式已经不能满足当今社会的养老需求了。老吾老以及人之老，
我国历来有尊老的传统美德，养老不仅仅是一个家庭的责任更是全社会的责任。尊老养老
也是现在社会对老年人的反哺，是把社会发展的成果惠及到全体人民的重要途径。养老问
题也是民生问题，推动养老事业的发展都是利国利民的重要举措。
随着第一代独生子女的成家立业以及其父辈和祖父辈的老去，养老的压力对于家庭，
尤其是当今社会普遍与过去大家庭不同的“倒三角”式的小家庭来说，更是不堪重负。当
今社会给了年轻人各种生存压力的同时也并没有减轻其家庭压力，所以老年人在退休后可
能不能享受较为休闲的生活，反倒是要在生活上甚至经济上帮助年轻人。同时，社会上也
