The Analysis of the Status Quo of Non-governmental Organizations in the Social Assistance
Abstract：Since China’s reform and opening-up, the economy has been rapid development, the level of political democratization has been obviously enhanced, the attention of social security system has significantly improved. The social assistance is the most basic and the lowest level in the social security system, its development is an urgent requirement of constructing a harmonious society. NGOs in recent years has been significant development, assumed more and more social responsibilities and functions. However, there still exist the following problems: the role of NGOs involved in social assistance is not clear, inadequate human resources, insufficient funds and the legal system is not sound, which requires to make a change from establish correct values and organization’s mission, promote human resource management system, realize the persified financing channels, improve the laws and regulations of NGOs.

前言
社会救济作为社会保障体系的最后一道防线，它的救济形式不但有不断的延伸和发展，还拥有着越来越多样化的救济主体。尤其是伴随着第三部门的发展，以民间性、志愿性和公益性为主要特征的非政府组织所提供的公益服务己渗透到社会救济的扶贫济困、教育文化等多个方面，既解决了救济主体单一的问题，又提升了社会救助的整体服务水平，在构建科学合理的社会保障体系中占据着重要的地位。就目前而言，非政府组织参与社会救助的形式和其具体功能作用的发挥还存在许多问题，需要进一步的改进。
