摘 要:随着知识经济的快速发展,各地方经济上的竞争日益体现在对国内外高层次人才的争夺上,高层次人才引进与开发问题已成为地方政府经济发展过程中不可避免的议题。在这一重要背景下,本文以河南省地方政府为例,在现有研究的基础上,运用人力资源管理和公共管理相关理论从理性方面对河南省高层次人才引进与开发工作进行梳理与分析,归纳出我省高层次人才引进与开发工作中存在的问题,并提出针对性和建设性的对策建议,在提升河南省高层次人才引进与开发效能,得到高水平人力资本的同时,对其他地方政府同样具有一定借鉴意义。38847 毕业论文关键词:地方政府;高层次人才;引进与开发
With the Development of the Introduction of High-level Talents in Henan Province
Abstract: With the rapid development of knowledge economy, the local economic competition is increasingly reflected in the domestic and foreign high-level talents, high-level talent introduction and development has become the inevitable process of local government in economic development issues. In this important background, taking Henan Province as an example, on the basis of existing research, using the theory of human resource management and public management from the rational aspects of Henan province high level talent introduction and development of combing and analysis, summed up our province high-leveltalent introduction and development work in the presence of the problems, and put forward specific suggestions and constructive, in the promotion of high level talents in Henan provincethe introduction and development of high efficiency, the level of human capital at the same time, also has certain reference significance to other local governments.
