摘要随着互联网技术的不断应用和发展，人们的生活方式发生了很大的改变，因为移动互联网使用非常方便而且及时和精准这些特点也对政府的服务职能产生巨大影响。政府作为公共组织的角色由传统的管理者逐步变为服务者，如何运用现代化的移动互联网技术，利用互联网技术来满足日益增长的公众需求同时对公众进行针对性的服务从而使政府的服务效能得到提高，是目前亟需解决的问题。基于此，本文以南京市玄武区政府为例，分析研究政府服务职能转变过程中面临的困境和存在问题，并借鉴美国和新加坡两国的成功经验，为推动互联网时代下政府服务职能的转变提出对策建议。42161

Abstract With the rapid development of mobile Internet, people's way of life occurred earth shaking changes, the greatly changed the information transfer mobility, reduce the fragmentation of time, enhances the intelligent mobile terminal, to promote the integration of application platform, no more than we are not, entertainment, business and administrative activities produced great impact. On service function of government, facing such a background, role as a public organization by the traditional management gradually become to service, how to use modern mobile Internet technology, through the communication with the public, to provide to meet the public demand for public services, improve the government service efficiency is the thesis tries to solve the problem.

At present, our country is in the transition period, along with the continuous increase of reform, most in need of an overhaul of local government service functions, through a series of practical and feasible policy for the goal of building a well-off society in an all-round way reached escort, because local government service level directly related to the level of a local political, economic and cultural development level, based on this, this paper focuses on the Nanjing Xuanwu District government services and functions change facing difficulties are analyzed and discussed in this paper, supplemented by reference the successful experience of the United Kingdom and the Republic of Korea, to promote the Internet era change the service function of the government put forward development countermeasure.
