The problems and the countermeasures of public rental housing in China’s social security housing
——The project of Baoshan District industry park public rental housing in Shanghai as an example
Abstract: In recent years, with the city commercial housing prices remain high, the country has developed the comfortable housing, low-rent homes and other social housing in order to improve the housing condition of low-income people, but the “sandwich layer” group in the city was excluded from the policy of social housing, the launching of the public rental housing is to ease the housing difficulties of this part of the group. This paper mainly focused on analysis of public rental housing policy, and summed up that the policy current exists some problems. For example: the location advantage is not obvious; a single financing mode which made the government increases the pressure on finances; the late management is more difficult and housing vacancy occurs. On this basis, some countermeasures will be put forward. First, improve the supporting facilities; second, expand the way of funding sources effectively and investment persification; third, to innovative the rental management system; forth, broaden access mechanism.
