摘要：在我国城乡共同快速发展的背景下，构建城乡居民医疗保险一体化是必然选择。通过对现阶段推行一体化制度的实际状况进行分析，得出了推行一体化正面临着户籍制度的差异性、城乡经济差距、医疗卫生条件的差距和财政支出结构的分配不均这四种困境。同时结合国内外成功案例的经验，提出了加快户籍制度改革、协调经济发展、优化财政结构、统一机制和管理和不断探索发展完善医保这五点建议。50323

The Integration of Urban And Rural Residents Medical Insurance  in Our Country

Under the background of urban and rural areas of our country fast development, establishing the integration of urban and rural residents medical insurance is the inevitable choice. 前言

在中国第十八次代表大会当中，胡锦涛主席专门提到了城乡医疗保险制度，强调了其发展在我国建设社会主义和谐社会中的重要作用。由于我国特殊的社会结构，医疗资源在分配上仍存在严重的不均匀现象，农村居民和城镇居民所享受的医疗条件仍然差距较大。当前随着城镇化的深入发展，农村居民的生活条件有了很大的提高，为了更好的满足城乡居民在医疗上的需求，构建城乡医疗保险一体化制度是我国改善民生的必然选择。
