摘要工程建设是我国国民经济的支柱产业之一，建筑为我国国民经济的发展奠定了坚实的经济基础。社会进步必然会提高全民的生活质量，政府的基础设施是以几何率逐年上升。然而建筑业活动在一个特定的空间，人、财、物的动态相结合的过程，是一个劳动力密集型的行业，同时，建筑行业也是一个高风险的事故多发的行业，是国家安全生产专项治理的重点行业。近年来，因为建筑施工现场存在许多不安全因素,建筑施工安全管理不成熟，成为影响整个建筑行业效益提高的关键问题，也成为施工企业不能吸引高素质人才的重要原因之一。如何创造更大的经济效益，同时确保安全生产，保护劳动者的生命和财产免受损失，这也成为政府，企业和全社会多年来一直关注的一个焦点。

     建筑安全管理具有系统性，连续性等特点，找出主要矛盾的认真详细的分析出原因，并采取有效措施，是解决安全问题的有效方法之一，也是安全管理的主要手段。本文全面列出了我国建筑行业施工安全管理的现状，从体制、人员、成本、管理等多方面、多角度分析我国企业建设项目安全问题的症结所在，同时向美国等发达国家学习，借鉴他们的经验做法，为我国建筑施工安全管理提出一些新的方法及操作过程。50619
