摘 要在经济全球化的今天，随着我国国民经济的不断发展,建筑业也在蓬勃发展中，无数高层建筑拔地而起,建设规模也越来越大。这为施工企业带来了极好的发展前景。但到目前为止，我国的建筑业在各方面的发展还存在着许多的问题，尤其是在成本控制方面。我国现有的成本管理系统没有规范的成本管理思想，技术与经济分离，管理方法和管理手段不够完善，往往只重视工程项目的某一阶段的成本管理，而忽略其他阶段。这样就难以有效地控制工程成本。56101

本文首先对全生命周期成本控制的基本理论及其应用前景和现实意义进行阐述，在对国内外研究现状进行比较的基础上，指出我国在成本控制方面存在的问题，然后从建设工程项目运作的全过程出发，分阶段进行分析，尤其对运营维护阶段的成本控制作为重点进行剖析，提出成本控制的方法，并对成本控制的方法进行比较，以提高建设工程成本控制的水平，最后引入工程实例来说明成本控制在实际中的运用。综合考虑工程项目的成本控制，实现科学决策，在保证工程项目质量和安全的前提下，实现降低工程项目生命周期成本控制的目标。

Abstract In the economic globalization, with the continuous development of China's national economy, as well as the construction industry, countless high buildings appear, and construction scale is much larger than before., which brings excellent development for construction enterprises. But up to now, the development of the construction industry in our country still has a lot of problems, especially in cost control. There is no standard cost management in cost management system at present in our country, technology and electricity is separate, what’s more, the existed management method and means are not perfect enough. They often only pay attention to cost management in one certain period, while ignore others.  So it is difficult to effectively control the project cost.

    This paper expatiates on the basic theory and application prospect and realistic significance of total life cycle cost control. Based on comparison of domestic and international research status, I will point out the problems existing in cost control of our country, then start with the whole process of engineering project,

The whole process from the construction and operation of engineering projects, analyze on each period, especially for the operation and maintenance phase of the cost control as the focus of analysis, then compare methods to cost control, in order to improve the level of construction project cost control. Finally, I will introduce engineering examples to illustrate the use of cost control in practice.. In the premise of ensuring the project quality and safety, considering the engineering project cost control, to realize scientific decision, in order to reduce the life cycle cost control of engineering project target.
