Research on the identity of the professional
community workers
----An example of “H Community” in shanghai
Abstract : With the system of China changing from a planned economy to a market economy, the government's grassroots organizations have changed. In the process of people in the unit transforming to the community, the importance of community building was highlighted day by day. And the community work’s professional is a very important part of community building In this paper, H community in Shanghai, for example, through literature, questionnaire and interview research methods, the identity of the professional community workers in H community and its influencing factors were studied and analyzed. In order to explore the methods to strengthen the identity of professional community workers in the H community,but also for the specialized direction of the community building work. And proposed some advice to enhance the identity of professional community workers such as: strengthening the community work and professional community workers propaganda to raise the public's acceptance, improving the professional community workers remuneration and improving relevant job promotion system, improving the social work education system and strengthening the professional community work 's own capacity building proposals.

一、绪论
随着中国的体制由计划经济向自由市场经济转变，在这一过程中，社会上涌现出了许多威胁到社会秩序和凝聚力的社会问题亟待解决，诸如：农村劳动力向城市转移，流动人口增加，大量下岗失业人员，人口老龄化等问题。而另一方面，在体制改革不断深入的过程中，中国政府的基层政权组织也发生了改变，人们由单位人转变成了社会人，原本由单位承担的部分职能转由社区分担，因此社区建设的重要性日益凸显。
（一） 专业社区工作者的概念
所谓专业社区工作者，在社会工作高度发达的国家和地区，是指在社区中工作的专业社会工作者，他们或是受雇于政府机构，或者在非营利的社会福利机构（如社区中心），是在社区中运用社区工作方法、组织社区居民、动员社区资源、解决社区问题、促进社区进步和发展的专业社会工作者（《社区工作》，关信平）。而在现今社会工作发展还并不成熟的中国内地，实际的社区工作者不单单是指专业社区工作者，更多的是指传统意义上的社区工作者，他们是基层政权组织的管理和服务人员，诸如：居委会主任、居委会委员、社区服务中心专职服务人员、街道办事处工作人员等，他们有着较为丰富的社区工作经验却没有接受过与社区工作相关的专业培训和指导。在本文中为便于将专业社区工作者和传统意义上的社区工作者作出区分，在以下文中将传统意义上的社区工作者称为非专业社区工作者。
