Title China "Three Ones" customs facilitation mode analysis
Abstract With the development of economic globalization and trade liberalization, trade facilitationreceived high attention from the international community, and has become the common needsof countries. The trade facilitation means simplifying procedures, improving infrastructure,harmonizing laws and regulations. In international trade, the custom is a critical factor that cannot be ignored. Therefore the custom facilitation is the key of the trade facilitation. During theprocess of the custom facilitation in China, Chinese govnment make some important decisionslike landmarks,such as custom clearance, paperless custom clearance, regional integration. In2012, Our customs cooperate with inspection department to proposed a new pattern called "onedeclaration, one inspection and one release." So the customs and inspection department canidentificate together and exchange their information. But because of the later begining ofChinese custom facilitation than other developed countries, infrastructures and laws can notmatch the new pattern very well. So there are some little loopholes in this new pattern. Thisarticle will focus on information risk under the new pattern , paperless customs clearance, aswell as regulatory measures to the declaration industry and put forward some suggestions.
