Abstract:In recent years, with the deepening of China's reform and opening up of the situation, education has broken the traditional dominance of government-run education since the founding of the development of private education is thriving again.Education in rural Henan, there are many private schools, my internship school - Luyi County Fair Zhang Dian School is an example,they also exist in the process of development of the teachers level is not high, backward education idea, low level of parents education and on common problems in rural education,besides,management democracy is one of the problems to be solved in private schools in the countryside.The solution of these problems need schools, parents and the joint efforts of the competent department of education and so on various aspects.

前言
（一）选题意义
民办教育传统在我国源远流长，孔子办私学可看作民办教育的发端，至今也有2500年的历史了，改革开放以来，伴随着我国经济的高速发展，人们的消费观念、消费水平不断分化，出现了不同的教育需求。在这种背景下，民办学校的出现，尤其是基础教育阶段的民办中小学的出现，打破了政府办学的单一格局，是我国现行教育体制的重大变革。随着《中华人民共和国民办教育促进法》的颁布及实施，的民办基础教育事业如火如荼、方兴未艾，取得了令人瞩目的成绩，无论从幼儿园、小学、中学，还是中等职业学校到高等教育院校，都可以看到民办教育活跃的影子。民办教育的发展极大的促进了教育的繁荣、人才的培养，同时也极大的缓解了国家对教育的投入不足，弥补了各层次办学的缺陷。但是，在民办教育发展的过程中还存在着很多难题：法律层面上讲落后的立法；现实层面讲，民办教育遭受的人为障碍和歧视；社会环境上讲，不利的竞争局面；观念上讲，社会各阶层对民办教育的怀疑和误解等等，都严重制约着民办教育进一步发展。
