Abstract:DingRiChang Liu Ming-chuan, are the Late Qing Dynasty in Taiwan, Westernization doer. Before and after the Sino-French War, the two have to Taiwan for defense, continued the line of the New Deal, ask Ken barbarians, immortal feats for the development of Taiwan, the fight against aggression. In the process of governance, two defending the homeland and its mission, on the occasion of national peril, the succession of interrelated, have much in common; but also because of differences in background conditions, governance thought, there are many differences in the two specific measures. This document is intended by comparing both the similarities and differences of the governance strategy, and then analyzes the specific cause of the difference, and to explore the contribution of the men developed.

前言
光绪元年（1875）8月，丁日昌被任命为福州船政大臣，11月兼署福建巡抚，例摄台湾提督、学政。为了具体了解台湾的社会状况，他曾抱病自基隆至恒春，沿途细心考察。为了抚平列强占领台湾留下的累累伤痕，他苦心孤诣策划、经营着台湾的复兴，大力整饬吏治、开山抚番、加强防务以保障社会安定清平，又奏请修建铁路、开发煤矿、开发电讯系统，对地方经济的恢复发展，做出了不可磨灭的贡献。
中法战争爆发后台海告急，刘铭传奉旨以巡抚衔督办台湾军务，抗击法军入侵。中法战争后，处于内忧外患下的清廷不得不改“以防台而治台”为“以御外而治台”，正式建立台湾省，并委派抗法功臣刘铭传为首任巡抚。刘铭传在台前后几近七年，任内他推行新政、振兴商业、屯垦理番、办理防务，使地处一隅的台湾成为全国之范。
回溯历史，二人在台湾发展史上无疑都占有极其重要的地位，他们的丰功伟绩也是晚清最值得纪念的历史光彩。
一、丁日昌与刘铭传治台政策的相似之处
中法战争前后，丁、刘二人前后受命赴台办理防务，在实际工作中，有明显的承接关系，因而在其具体政策上也必然有相似之处。
