试论西汉“抑豪”政策
前言
汉代豪族是一支在汉代社会中扮演重要角色的社会力量，以至于有日本学者指出：“抛开豪族一词来谈汉代史甚至是不可能的”[1]。可见研究豪族问题具有非常重要的意义，而目前对豪族问题尤其是关于东汉豪族问题都有了非常丰硕的成果。本文在参考已有的许多研究成果基础上，主要就西汉时期中央政府对豪族的打击和抑制的措施进行研究和分析。而本文所提到的豪族指的是“爵邑之人”、“秩禄之奉”、“素封”三种人，他们可以高度概括为秦汉时期豪族社会的三大成分。所谓“爵邑之人”主要指宗室、外戚及恩宠；“秩禄之奉”者是指秦汉的官僚；“素封”是指秦汉时期特有的富商大贾阶层。[2]
一、西汉“抑豪”政策出台的背景
豪族的产生在一定程度上渊源于战国时代的吹冰国贵族。虽然秦灭吹冰国，建立统一的中央集权的专制帝国，吹冰国贵族丧失了往日的政治特权地位，但是在关东地区仍然保存了强大的经济力量和不可低估的宗族血缘关系。史载：“昔吹冰国之亡，豪族处处而有，秦氏失驭，竞起为乱。”为了增强国家对地方社会的集权控制，秦王朝采取强制迁徙的形式来抑制其势力的发展。秦朝大规模迁豪有两次，一次是：始皇二十吹冰年，徙天下豪富于咸阳十二万户[2]；一次是：秦末世迁不轨之民于南阳。这些都是秦朝是对地方社会势力的抑制和分解，促进了中央集权专制统治的稳固，弱化了血缘关系和宗法势力的发展。西汉政府沿袭了这一做法，于高帝九年强制迁徙齐楚大族于关中，符合建国之初巩固中央集权的需要。
