China's administrative jurisdiction on the Nansha islands change
during the period of history
Abstract:China is the earliest development and operation of the Nansha islands. Since the Han dynasty discovered the spratly islands, the Nansha islands have preliminary understanding. Tang dynasty, set up DouDuFu state, formally started the jurisdiction of the Nansha islands. Since then, the Nansha islands had through song, yuan, Ming and qing dynasty, until now. Through a large amount of historical materials such as books, pictures, files and so on , vividly describes the managemen of the government on the Nansha islands in the past dynasties. The sovereignty of the Nansha islands discusses the spratly islands belong to China's territorial this indisputable fact.

历史时期我国对南沙群岛行政管辖变迁述论前言
南沙群岛是我国固有领土的一部分，中国对其有着不容置疑的主权。早在汉代，我国就已经发现了南沙群岛。东汉杨孚的《异物志》中有“涨海崎头，水浅而多磁石”[1]的记载。这里的“涨海”是当时中国人民对南海的称呼，“磁石”是对南沙群岛和西沙群岛中尚未露出水面的暗礁、暗沙的称呼，由于有大量的暗礁存在，船经过此地，碰到暗礁就会搁浅，无法前行，故称之为“磁石”。
三国时期，吴国将领康泰出使扶南，也就是今天的柬埔寨，在出使过程中，经过了南沙群岛。他在《扶南传》中对南沙群岛的地貌特征进行了生动的描述：“涨海中，到珊瑚洲，洲底有磐石，珊瑚生其上也”[2]。海中的“珊瑚洲”是指南海中由珊瑚礁所形成的岛礁，也就是指南沙群岛和西沙群岛。康泰是吴国官员，出使扶南代表的是吴国政府，应将此看作是政府行为，在作为我国发现南沙群岛的价值上，超过了民间行为，是现今探究南沙主权的重要佐证。除此之外，三国两晋时期，还有康泰的《外国杂传》、张勃的《吴录》、万震的《南州异物志》、裴渊的《广州记》、郭璞的《尔雅》等史书也记载了南沙群岛的情况。
隋朝史书中记载了隋炀帝派遣常峻、王君正等人，作为使者前往“赤土国”，要求其朝贡。对于“赤土国” 的位置，我国史学家众说纷纭。在韩振华先生所著的《我国南海诸岛史料汇编》一书中，认为“赤土国”位于今天的马来半岛西岸的地方，由此可以推断出，出使“赤土国”需要经过南沙群岛。
自东汉起，我国就已经发现了南沙群岛，而此时的其他国家正处于荒蛮时期，不可能发现南沙群岛并行使主权，并且在南沙群岛上出土了一些我国古代文物(图一)，可以说明，我国最早发现南沙群岛。
