Title Research on Capacity Improvement of Urban Integrated Administrative Law Enforcement Department—— Based on the observation in X City
Abstract
Urban integrated administrative law enforcement department in our country, in the process of building a harmonious society, has been undertaken an important responsibility of information transfer and social management. The inpidual of administrative law enforcement, has become the key of reaching the policy goals. Based on the observation in X city, the author found the following problems exist in the process of administrative law enforcement, which include Law enforcement basis dispersion, lack of supplies, understaffed, lack of enforcement procedures, the abuse of administrative discretion, crisis highlighted and so on. From the perspective of the theory of Street—Level bureaucrats, the reason as follows: resource resistance, inpidual self-interest tendency, inpidual cognitive preferences, the service object of involuntary, rules of discretion, administrative ethics missed. Combining Chinese and foreign scholars’ ideas of breaking through the integrated administrative law enforcement dilemmas, we should reshape the law enforcement process, improve the system of laws, construction the system of legal supervision from the macro . And at the micro aspect, we should help the law enforcement officers achieve the recognition of people, obtain success with vendors in the games, should also conduct ethical and moral education and psychological monitoring limiting their law enforcement behaviors, as the suggestion to improve the capacity of urban integrated administrative law enforcement department.
