摘要低保申请家庭财产核实机制是指对低保申请者家庭可支配收入或纯收入和财产进行调查的制度。对于低保申请家庭进行有效的财产核实可以确保国家对于社会救助的公正性，使得社会救助资金有效利用，保障贫困人口基本生活。现行的低保申请家庭财产核实机制因其存在着基层工作人员数量少任务重，无法应对日益复杂的收入类型，现行财产核实仅凭证明，真假难辨  缺乏有力监管等原因容易导致“骗保”、“关系保”、“人情保”等问题的发生，因此建立与完善多部门合作的智能核实机制，加大骗保行为的打击力度对于提高低保申请家庭财产核实的准确性与核实的工作效率，进一步保障国民生活权益，体现社会公平等具有重要意义。50878

Research on applying the family property verification mechanism of Subsistence allowances----Case in XUYI

Abstract

The family property verification mechanism for Subsistence allowances refers to the system of investigating Subsistence allowances applicants' household disposable income or net income and property. Poor Families in the application of effective property verification can ensure the fairness of national social assistance , make effective use of social assistance funds , guarantee the basic livelihood of the poor . The current family property verification mechanism for Subsistence allowances has a heavy task because of a small number of grass-roots workers , not coping with the increasingly complex types of income , alone proving false ones for verification of existing property , lack of strong supervision and so on ,which easily lead to "potentially fraudulent" ,"relationship insurance", "human security" and other problems . So establishment and improvement of multi-sectoral cooperation in intelligence verification mechanism . Increasing the crackdown of potentially fraudulent behavior has an important significance for improving the family property’s accuracy and efficiency of verification for subsistence allowances application , further protecting the interests of national life, reflecting the social fairness.
