摘  要：在城市发展过程中，城市化进程大量人口涌入城市，流动摊贩增加，影响了城市的市容市貌，也给城市的管理工作带来了增加了难度，城管执法陷入了困境。由于流动摊贩身份的特殊性，法律依据的不健全，执法方式的单一等问题，导致城管执法陷入困境。本文从流动摊贩的治理现状入手，在此基础上对形成城管执法困境的原因进行了分析，并进一步对如何优化城管执法中流动摊贩治理提出了一些政策建议。74929

Abstract: In the process of urban development, the process of urbanization, a large number of population into cities, mobile vendors increased, the impact of the the appearance of the city, also to the work of urban management has brought increased the difficulty, urban management and law enforcement is in trouble。 Due to the particularity of the identity of the street vendors, the legal basis is not perfect, law enforcement, such as the single will lead law enforcement into difficulties。 This paper starts from the current situation of management of mobile vendors, based on the formation of urban management law enforcement situation are analyzed, and further on how to optimize the urban management and law enforcement in flow vendors governance and puts forward some policy suggestions。
