Status quo and countermeasures developed public service positions
Abstract：Development and construction of public service jobs is to solve the various regions of special groups, an effective way of employment of disadvantaged groups dilemma, not only has far-reaching political significance, but also has a huge social impact and economic value. At present, the development of Henan Province, mainly in public service jobs imperfect system, the lack of oversight mechanisms to operate efficiently, the specific operational problems, low social capital, the degree of involvement, employment training groups are not in place and other issues. Based on the actual situation in Henan Province, should be resolved by strengthening the institutional system, to ensure the implementation of the system, to expand the development of sources of funding, job development of both qualitative and quantitative, to enhance the employability of disadvantaged groups such as the quality of the above problems initiatives to alleviate the current plight of the people's livelihood, but to save special groups and disadvantaged groups in the re-employment help.

河南省公益性岗位开发的现状与对策
前言
公益性岗位开发和建设是解决困难群体和特殊群体再就业的一种有效途径，2002年国务院下发《关于进一步做好下岗失业人员再就业工作的通知》(中发[2002]12号)，以政府为主导进行买岗形式的公益性岗位开发政策出台，十几年来，各个省市地区的公益性岗位开发和建设都取得了不小的进步与成绩。但是随着当前我国经济社会改革启动，就业压力明显增大，为解决特殊群体、困难群体的再就业，促使社会和谐发展，进一步加强公益性岗位开发势在必行。多年探索中，公益性岗位的开发工作还面临着不少问题，解决这些影响岗位开发的问题，改善就业现状，为大龄群体再度上岗创造就业机会，是当前不少省市地区面临的严峻民生问题，深受和国家政府的重视。在岗位开发建设工作中，面临问题多、挑战多，如何在深入分析调查取证的基础上，解决困扰公益性岗位开发工作的难题，使其逐渐走上良性发展轨道，是需要各级政府和机关单位加以研究解决的重要课题。
