摘要:公益性岗位的开发与建设是解决各个地区特殊群体、困难群体就业困境的有效途径,不仅有着深远的政治意义,也有着巨大的社会影响和经济价值。目前,河南省公益性岗位开发中主要存在制度建设不完善、高效运作监督机制缺乏、具体运作问题多、社会资本介入程度低、就业群体培训不到位等问题。立足于河南省实际情况,应通过加强制度体系建设、确保制度贯彻落实、拓展开发资金来源、岗位开发质与量并重、提升困难群体就业素质等举措解决以上问题,以缓解当前民生困境,为省内特殊群体和困难群体再就业提供帮助。23808 毕业论文关键词:河南省;公益性岗位;开发
Status quo and countermeasures developed public service positions
Abstract:Development and construction of public service jobs is to solve the various regions of special groups, an effective way of employment of disadvantaged groups dilemma, not only has far-reaching political significance, but also has a huge social impact and economic value. At present, the development of Henan Province, mainly in public service jobs imperfect system, the lack of oversight mechanisms to operate efficiently, the specific operational problems, low social capital, the degree of involvement, employment training groups are not in place and other issues. Based on the actual situation in Henan Province, should be resolved by strengthening the institutional system, to ensure the implementation of the system, to expand the development of sources of funding, job development of both qualitative and quantitative, to enhance the employability of disadvantaged groups such as the quality of the above problems initiatives to alleviate the current plight of the people's livelihood, but to save special groups and disadvantaged groups in the re-employment help.
