——the analysis and exploration of the private pension policy for the elder person in Shanghai
Abstract:
The mode of development of the private pension institutions, have not formed a comprehensive unified understanding. This paper attempts to draw the existing mature based on the theory analysis of aging and the level and trends, combined with the special nature of China’s development, starting from the plight of the private pension problem to determine the problems encountered in the different mode of development of the private pension institutions, and in a nearby nursing home interview survey, analyze the causes of the lack of the private pension institutions, and put forward relevant improvement measures. The government should play the role of government functions, multi-party financing, and the development of a reasonable specification system, to solve the problem of lack of funds. Social work efforts should be made to publicize and promote the social pension. Staff level of care should be strengthened in terms of human specialization, standardization.

（一） 研究背景和目的
随着上海的人口老龄化程度持续升高，高龄老年人口成为老年人口中增长最快的群体，同时也是一个相当脆弱的群体。“十二五”以来，上海市户籍的老年人口快速增加，低龄老人和高龄老人都有了较明显的增加，人口老龄化压力日渐增大。2012年增加的16.74万老年人口中，60-69岁的低龄老年人口增加了13.7万，占增加总数的81.8%。“上海‘未富先老’的现状对目前的养老模式提出了挑战 [2]。
