Disabled Custom Tourism Development
Abstract：In recent years, the community's attention on people with disabilities has been greatly improved, the steering psychological needs of people with disabilities from the basic living guarantee. Tourism is thought as a style of leisure and entertainment. It is becoming an important part of life of people with disabilities. But domestic tourism market development is not perfect. There are rare tourism product can fit to disabilities. From the current situation of persons with disabilities domestic tourism, the factors affecting them cut into tourism, analysis of barriers that exist in the tourism process, combined with customized travel features, from tourism enterprises, tourists and government itself three aspects, elaborate custom disabled tourism development approach.

1国内残疾人旅游现状及其影响因素
1.1国内残疾人旅游现状
1990年，全国人大常委会通过了有关《中华人民共和国残疾人保障法》的规定，将残疾人定义为在心理、生理、人体结构上，某种组织、功能丧失或者不正常，全部或者部分丧失以正常方式从事某种活动能力的人[1]。作为一个特殊的群体，残疾人的身心健康日益受到人们的关注，尤其是在近代旅游兴起的时候，残疾人的出游问题也引起了各界的研究与讨论。根据第吹冰次全国人口普查我国总人口数及第二次全国残疾人抽样调查我国残疾人占全国总人口的比例和各类残疾人占残疾人总人数的比例，到2010年末我国残疾人总人数将达到8502万人。通过抽样调查推算，有参加过旅游和有旅游需求的残疾人群达到60%[2]。但是我国目前市场上却很缺乏针对残疾人设计的旅游产品，残疾人旅游市场尚是一块处女地。大部分有出游意向的残疾人只能选择常规的旅游产品，由于这些旅游产品主要是针对正常人，并没有将残疾人的特殊需求考虑在内，所以残疾人在旅游途中会存在很多不便，能够真正实现出游愿望的残疾人很少。
