摘要：民营企业是我国国民经济的主要组成部分，他们影响着我们国家（地区）的经济发展能力，经济水平，而创新创业环境又是民营企业发展的重要影响因素，涉及到社会、文化、金融等众多因素，直接影响着民营企业的发展的好坏，是政府创业者，民营企业和风险投资机构必须注重的地方。为了对不同地方的民营企业创新创业环境进行评价研究，我在现有的研究基础上选择了GEM模型，并且使用模糊综合评价的方法来构建评价模型，以上海市为例，用调查问卷的方式获取了相关民营企业创新创业的数据，以金融环境指标，社会环境指标，法制环境指标和技术环境指标四个方面，从而对其创新创业环境进行了评价，证实了模型的实用性的同时，对各地区民营企业创新创业环境的评价语改进提供了借鉴的意义。77008
