摘要本文选取连云港市12个样本社区,采取文献搜索、问卷调查、访谈、实地观测等研究方法，对12个社区的规模组成、社区公共服务设施配置现状、居民对社区的认同感等进行了调查和分析。结果发现，目前社区之间发展不平衡；居民对社区的认同感普遍较低；社区内公共服务设施配置不完善，不仅数量和规模不足,而且类型缺乏,是导致社区服务功能不足的重要原因。据此，借鉴发达国家社区建设的经验，结合连云港市社会经济的发展现状，本文提出了优化和提升社区服务功能的策略,首先政府应提高认识,制定有利的政策导向;其次,完善和提高社区公共设施的配置水平,再次,优化和提升社区环境,最后,引导和提高居民参与社区文化和建设的意识等，以期对现有社区的发展和完善及新社区规划建设提供思路和借鉴。77348

Abstract This paper selects 12 communities in Lianyungang city as the research object。 Research methods such as literature search, questionnaire, interview, and field observation。The scale of development, the status quo of public service facilities and the identity of residents in 12 communities were investigated and analyzed。 The results found that the development of community is not balanced, the residents' sense of community identity is generally low and the distribution of public service facilities in the community is not perfect at present。 Not only insufficient in number and size, and type of deficiency is an important cause of inadequate community services function。Accordingly, the developed countries learn from the experience of community building, social development situation of Lianyungang City economy, this paper presents the optimization and upgrading of community services strategy, the government should first raise awareness, develop an enabling policy-oriented; secondly, to improve and enhance community staffing levels in public facilities, once again, to optimize and enhance the community environment, and finally, to guide residents to participate in community and raise awareness of cultural construction and the like, in order to develop and improve existing and new community planning and construction of the community to provide ideas and learn。
