Abstract Nowadays, with the improvement of China’s international status,  publicity translation has become an important means for the world to understand China’s politics, economy and culture。 It undertakes a significant emission in the dissemination of Chinese voices, and plays an indelible role in shaping China’s good image, enhancing China's international status, strengthening China’s soft power and maintaining world peace。By exploring the manifestation of Skopos theory, this paper aims to call for more people to make contributions to find out the common strategies in translating international publicity materials and improve the level of translation。 The author hopes that in the process of developing China’s peaceful diplomatic relations, publicity translation can contribute to the promising developing and opening of our Chinese nation。94634

摘要当今,随着中国国际地位的提高,外宣翻译已经成为世界了解中国政治经济文化的重要手段。它担负着传播中国声音的重要任务,对塑造中国的良好形象,提高中国的国际地位,增强中国在国际社会中的软实力,维护世界和平起到了不可磨灭的作用。本文通过研究目的论的表现形式,旨在呼吁更多的人为找出翻译外宣材料的公共策略,以及提高外宣翻译的水平做出贡献。希望中国在发展和平友好外交关系的进程中,外宣翻译能为其前途发展和对外开放作出贡献。

1。 Introduction

The constant improvement of the national image and international standing of China is calling for a modern diplomacy of independent foreign policy and multilateral activities for the great nation itself。 There is no denying that as a major hinge, translation of publicity materials is playing an increasingly important role。 

According to Skopos theory, this paper probes into Chinese-English translation of publicity materials。 Taking as an example of Chinese and English versions of the government work report, it further studies the manifestation of Skopos theory in the publicity translating strategies from aspects of literal translation, free translation, omission, etc。

In the 1980’s, Skopos theory was first put forward by German translation theorists Hans Vermeer and K。 Reiss in Germany and became the core of the functional school of translation studies。 Based on this important theory, the paper will explore the manifestation of it when translating the publicity materials like the government work report。
