摘要当今社会,建设节能社会、发展绿色交通已成为城市发展的主题,在这样的背景下,慢行交通受到的关注越来越多。公共自行车作为慢行交通的重要组成部分,在短距离出行、接驳公共交通、补充机动化交通、服务于休闲旅游等方面相较于传统慢行方式有着巨大的优势。发展公共自行车系统是发展绿色交通、低碳交通的必然趋势。28695
首先,进行了公共自行车系统实施策略方面的理论研究。接着总结论文国内外城市公共自行车系统的应用情况:进行了功能定位,提出发展战略,确定运营模式、系统构架、租赁点类型和设置形式。
其次,论文进行了公共自行车租赁点选址规划模型研究。在比较多种选址模型后,选择双层规划模型作为公共自行车租赁点选址规划模型,接着从政府和企业总效益最大和租赁者出行总时间最小的角度进行考虑,选择了双层规划模型进行公共自行车租赁点选址规划。
最后,针对浦口区小片区域,对现有状况进行分析,在分析的基础上,结合已经建立的双层规划模型进行求解,得出一个简单的选址方案,力求能对现有的自行车租赁点布局规划方案进行一个有效论证。

Title  Public Bicycle Rental Point Layout Planning
Abstract
In the backdrop of the low-carbon society construction and the green traffic development, slow traffic becomes more and more popular by urban people of all ages. As an important part of the slow traffic, public bike system plays a huge role in urban-short-distance travel, transfer, as well as leisure tourism. It is one of the means of relieving urban congestion and improving urban transport efficiency to develop public bike system, which is in line with the trend of the development of green transportation and low-carbon transport.
First, the paper summarized the application of domestic and international urban public bicycle systems. Then, the paper conducted a theoretical research of public bicycle system implementation strategy. Conduct the function of public bike system,propose the operating programs, and determine operating programs, system configuration, rental point types and setting forms.
Second, the paper conducted a research of the model of public bicycle rental points’ selection. After comparing a variety of location model, select bi-level programming model as a public bicycle rental points’ planning model. Then from the perspective of the maximum total benefit of the government and enterprises, and the minimum total renters’ travel time to consider, established a bi-level programming model of public bike rental points’ selection.
Finally, Aimed at a certain region of Pukou, carry on the analysis to the existing situation, and on the basis of the analysis, give a simple numerical example for the sake of be a valid argument for the existing planning of the public bicycle rental points layout.
