河南省公共就业服务体系建设的现状
The Present Situation of the Public Employment Service System Construction and Countermeasures in Henan Province
Abstract: In recent years, with the rapid development of China's economy, the employment situation is still grim. Although in the promotion of employment and maintaining social stability, public employment service work in Henan province has played a positive role, the public employment service system in Henan province still exists imbalance of development and especially market information, the construction of public employment service platform of problems, poor infrastructure, inadequate information construction, monitoring of unemployment early warning mechanism construction and perfect, the staff professional quality, the difficulty of service quality to adapt to the need and so on. Henan province should start from improving the public employment service functions, improving staff quality and service quality to strengthen service, establishing long-term stability of the financial input mechanism,strengthening the construction of the public employment service information network, the full implementation of public employment services system, further improving the six aspects of the basic service platform and so on, to further improve the public employment service system.

河南省公共就业服务体系建设的现状与对策
前言
国计之要在民生，民生之本是就业。前国务院总理温家宝曾经说过，就业不仅涉及到一个人的生计问题，还影响到一个人是否可以有尊严地活着。这一经典论断，显示了中央、国务院对促进就业的高度重视。众所周知，我国是劳动力大国，特别是近年来，随着我国经济的高速发展，每年需要就业和再就业的高校毕业生、进城务工人员、城市下岗职工达数千万。2013年3月，河南省人民政府在其下发的《关于批转河南省促进就业规划（2011-2015年）的通知》中指出，我省是人力资源大省，就业总量压力大，经济社会发展提供的就业机会无法满足需要。城镇需就业的劳动力年均200万人以上，还有800万左右的农业富余劳动力需转移就业。“十二五”期间，我省高校毕业生将达到250万人，数量增多加剧了高校毕业生就业困难程度。加之高校毕业生就业能力与用人单位实际需求有一定差距，知识结构与产业结构需求不适应，造成高校毕业生就业难。这些巨大的就业压力，一方面连着千家万户的幸福生活，一方面也连着和政府以人为本、执政为民的执政理念，做好促进就业工作意义重大、使命神圣。 因此，对河南省公共就业服务体系建设状况进行调查分析，进而提出有效的完善策略，是广大待就业人群的迫切需要，也是河南省政府、高校以及就业指导相关研究者的一项重要而又紧迫的课题。
