摘要近年来，随着我国经济调整升级、政府职能转型不断深化、社会主义文化持续繁荣发展，以及社会与政府之间的沟通日趋增强、社会意见对于政府决策的影响日益加深，民主决策的工作的深入开展成为地方政府工作中的愈发重要的课题。本课题结合“开放式决策”在杭州市具体实行的案例，具体分析地方政府在抉择过程中与社会的交流情况。本文首先对政府决策的相关概念进行了界定，然后以杭州市“开放式决策”为范例，分别从其产生背景、决策机制以及存在的问题进行了详细的介绍和分析。紧接着，本文对“开放式决策”存在问题的原因进行梳理，最后从“开放式决策”出发，试对完善我国地方政府在决策中与社会的沟通提出一些可行的方法。87601

Title   How does the Local Governments Communicate with the Public in Decision-making Process?——Taking Open Decision-making  in Hangzhou As An Example     

Abstract In recent years, with the adjustment and promotion of China’s economic structure, as well as the transformation of government function being continuously deepened, communication between society and government is strengthened。The influence of social opinion on the government's decision-making is increasing day by day。So the democratic decision-making of local governments has become the trend of the times。This paper takes “Open Decision-making” of Hangzhou as an example and  specifically analyzes how local governments communicate with the society in decision-making。This paper firstly defines the concerning concepts of the governments’ decision-making, and then makes a detailed introduction and analysis of background, decision-making mechanism and existing problems of the “Open Decision-making” of Hangzhou。After that,the paper sorts out the causes of the problems existing in the process of open decision-making。In the end,this paper puts forward some practical methods on how to improve the communication between the local governments and the society during the process of decision-making from the perspective of "Open Decision-making"。源-于,优~尔^论=文.网www.chuibin.com 原文+QQ7520~18766
