摘要随着地方政府公共决策面临的环境和问题越来越复杂，专家学者在公共治理中发挥的作用也愈发重要。本文以南京老城南改造为案例来具体分析专家学者在地方决策中的民意表达角色。从1984的旧城改造开始，具有深厚历史文化积淀的南京老城南地区就一直面临拆迁的危机。在旷日持久的拆迁过程中，两次专家上书、两次批示是南京老城南改造从“推倒重来”到“名城保护”的重要原因。本文通过对于案例发生过程的研究，重点分析了专家学者参与的三种角色委托人、主动参与者以及民意沟通者。不同的角色背后都有其专家参与的特殊模式和作用。南京经验证明了专家学者在政府决策中发挥的作用，但也具有其特殊性，现今看来专家作用的发挥还是十分受限。87500

Title   The role of Experts and scholars in public opinion in local government’desion-making ---- case study of old town transformation in southern Nanjing 

Abstract As the environment and the problems the local public decision-making facing becoming more and more complex, experts and scholars’ function in public governance is also becoming more and more important。 This paper takes old town transformation in southern Nanjing as a case to analyze the role of Experts and scholars in public opinion in local government policy (mean to Nanjing government)。 Since 1984 when the old city started reconstructed, the old town in south of Nanjing which has deep historical and cultural has been faced with the demolition crisis。 In the process of long transformation, twice experts’ discussion and corresponding prime minister instructions were the important turning point in Nanjing old town transformation, which transformed it from “demolition” to “protection”。 This paper using the study of the process of case, analyses the experts and scholars participation’ three roles namely honest agent, active participants and public opinion communicator。 Different roles mean different experts participation mode and function。 Nanjing experience proves the role of experts and scholars in the government decision-making, but also has its particularity。 Nowadays, it seems experts’ functions are very limited。
