Abstract: In these paper, the incentive theory and the incentive mechanism of civil servants on the basis of the general theory , summarizes our country. There are civil servants incentive mechanism, analyzes the causes of these problems, and combined with the reality of our country Condition, puts forward the principles and countermeasures should follow to perfect the incentive mechanism of civil servant, I hope I can on The incentive mechanism of civil servant of our reference sound. The full text is pided into four parts. The first part introduces the incentive mechanism for civil servants in theory, concept; the third part introduces the present situation and problems of the incentive mechanism of civil servant of our country, and the reasons for these problems are systematically analyzed. The fourth part puts forward the countermeasures to perfect the incentive mechanism of civil servant of our country.

前言
当前，我国正处在转型时期，人们的思想观念以及所处的经济环境等都发生着快速的变化。国家和政府逐渐认识到人是比物质、技术等资源更重要的资源，是最大的财富，是第一资源。对政府对公务员职业发展都有着极其重要的作用，就是要始终坚持以人为本，加强政府人力资源开发与管理。激励机制是人力资源管理的重要组成部分，“人”作为生产力中最积极最活跃的因素，激励工作的主要目标就是要最大限度的把 “人”的潜能激发出来。公务员公共服务精神、敬业等精神的缺乏以及公务员勤政状况不佳就是我国公务员激励机制的不完善的体现。要使我国社会经济的健康的、良性的、可持续的发展的重要组成部分就是公务员激励机制。创新是一个国家的灵魂，是民族进步永不衰竭的动力，完善。创新公务员激励机制，最大限度的发挥公务员的积极作用。为我国经济的发展做出更大的贡献。
