我国社会保障基金管理中存在的问题及对策

Abstract：China's fund misappropriation cases related to social security has occurred frequently, such cases caused great concern to the masses of the people, which also caused the parties experts on fund management present situation of our country's social security study. There are many problems in current super vision of social security funds in China: such as defective management system,supervision of the main fuzzy, fund operation and supervision exist loopholes in the law, the fund collection difficulties, affect the balance fund, the fund was perted, misappropriated, corruption and waste and other phenomena occur, the social security fund investment professional is not strong. China's market economy development and the social security fund system problems are inevitable, but the root of these problems is the law system and the frame is not perfect. Therefore, our country should establish a perfect system of laws and regulations as soon as possible, establish effective and can adapt to the law of our country's development, strengthen supervision, broaden the fund investment channels,strengthen the operation and management of social security funds, promote economic development, social stability, safeguard the basic livelihood of the people.

1.研究意义
（1）理论意义
社会保障基金关系到我国社会的稳定，更与人民的切身利益息息相关，所以社会保障基金管理制度是一项关乎民生的重要经济制度。而当前我国社会保障基金在监管方面存在以下问题：管理体制存在缺陷，监管主体模糊，基金运营与监管存在法律漏洞，基金的收缴困难，影响基金的收支平衡，基金被挤占、挪用、贪污浪费等现象的发生，社保基金的投资专业性不强等。本课题旨在通过对我国社会保障基金管理产生问题的原因及现状进行研究分析，在论证社会保障基金管理面临的问题的基础上，根据宏观发展趋势，结合国外经验，提出适合我国国情的解决办法、途径与对策措施。加强社会保障基金管理制度的监督与管理，健全、完备的社会保障基金管理制度对于构建社会主义和谐社会具有极其重要意义。
