摘    要：贫困问题是长期影响人类社会发展的的重要因素，受到各国人民的广泛关注。从上世纪八十年代开始，我国大幅度地开展扶贫工作，尤其是党的十八大以来我国的扶贫工作取得了可喜的成就。但根据联合国制定的贫困标准，我国要实现完全脱贫还有很长一段时间的距离。为了尽快带领广大人民群众脱贫致富，党和国家领导人根据前期粗放扶贫的经验结合目前国内的实际情况制定了精准扶贫的战略。因而精准扶贫工作成为当前一项重点研究、重点解决的工作任务。党的十九大将精准脱贫定义为全面建成小康社会三大攻坚战之一。开展精准扶贫开发，关键在党的领导、关键在基层党员干部的实行。因此，摆脱贫困走向富裕，领导干部需要发挥重要作用。笔者从农村基层党员干部的视角出发，依据农村基层党员干部在精准管理层面应该发挥的作用，进而探析基层党员干部在精准扶贫工作开发过程中发挥的作用，并根据作用发生过程中出现的问题，分析问题出现的原因，提出相关措施，促进扶贫攻坚工作的开展，打赢扶贫攻坚战。

Abstract

The problem of poverty is a key factor effecting the development of human society over a long period of time Since the eighties of the last century, our country has carried out the work of helping the poor by a large margin,In particular, China’s poverty alleviation work has made heartening accomplishment since the party’s 18th National Congress. However, In the light of the poverty standards set by the United Nations, there is still a long way to go before our country can completely eliminate poverty. In order to lead the masses to get rid of poverty and become rich as soon as possible, the leaders of the Party and the country formulated a precise poverty alleviation strategy based on the previous experience of extensive poverty alleviation and the current domestic actual situation. Consequently,precision poverty alleviation work has become a key research, key solutions Work assignments The 19 th Congress of the Party defined accurate poverty eradication as one of the three major battles to build a well-off society in an all-round way. The key to the development of precision poverty alleviation lies in the leadership of the Party and the implementation of Party members and cadres at the grassroots level. Therefore, to get rid of poverty and become rich, leading cadres need to play an important role. From the angle of view of rural grassroots party members and cadres, according to the role that rural grass-roots party members and cadres should play in the level of precision management, the author further explores the role of grass-roots party members and cadres in the development of precision poverty alleviation work. According to the problems in the process of action, the causes of the problems are analyzed, and the relevant measures are put forward to promote the work of helping the poor to tackle the key problems. In the end, we won the war on poverty alleviation.
