[Abstract]The government public service outsourcing is most common in the government market-oriented reforms, the important mechanism of the effect is most obvious and core tools . To alleviate the pressure of the township government in finance and management, and balance the areas of economic and social development, promote the regional urbanization process. But as a result of China's public service outsourcing itself imperfect features of the backward villages and towns, Outsourcing of public service in the implementation process exists in different subject, imperfect laws and regulations, shortage of public service costs, government function and role positioning not clear which caused by the problems such as the phenomenon of outsourcing supply service quality is not high. Articles are based on the perspective of social choice and from value judgment, the countermeasures to solve the above problem discussed one by one.

政府公共服务外包作为一种较先进的管理方式，已经在我国的城市地区广泛施行，然而由于乡镇农村地区公共服务意识淡薄、管理理念落后，公共服务外包还未被乡镇政府所接受。我国自1996年开始试行公共服务外包，发展至今已将近20年，但与一些发达的欧美国家来说，则表现出了公共服务外包起步晚，发展时间短的特点。所以有关公共服务外包的相关法律体系并不完善，政府职能依旧存在越位、缺位等现象，在宏观环境上，形成了对公共服务外包发展的制约。
