摘 要：本文从供应链视角出发，构建政府购买公共服务供应链后，首先构建了单一服务供给机构到政府到公民的完全信息静态混合策略博弈模型，分析三方主体行为选择间的联系；其次，在原博弈模型的基础上构建引入服务供给机构竞争的完全信息静态混合策略博弈模型，分析服务供给机构存在竞争与否对政府购买公共服务质量控制的影响；最后，从完善政府购买公共服务监督机制、建立新型政社关系以营造市场竞争环境和完善公共服务供应链管理机制三方面提出政府购买公共服务质量控制策略。

Research on the quality control of government purchasing public service from the perspective of supply chain

Abstract：In this paper, from the perspective of supply chain, build the government purchase of public service supply chain, first of all to build a single service supply mechanism to the government to the citizens of complete information static mixed strategy game model, analysis the relationship between tripartite main body behavior choice; Secondly, on the basis of the original game model to construct introduce service supply institution competition, the complete information static mixed strategy game model, analysis the service supply agencies compete or not impact on the government to buy public service quality control; Finally, improve the supervision of the government purchase of public services, establish new ZhengShe relations to build market competition environment and improve the mechanism of the public service supply chain management three aspects government purchase public service quality control strategy is put forward.

供应链视角下政府购买公共服务质量控制研究

引言

政府购买公共服务是指政府依法履行责任，把向社会发展以及公众生产生活供应服务的职能，转移给通过政府资格认证的社会组织或市场来进行，依照标准对其供应的公共服务的数量及质量评估结束后，给予服务供给机构一定的报酬。

大多数发达国家的政府购买公共服务运行机制已经成熟。相较而言，国内政府购买公共服务起步较晚，还处在摸索阶段。2014 年召开的全国政府购买公共服务会议指出在2020年到来前要在全国建立健全政府购买服务制度。此背景下，采用多种方法共同推进政府购买公共服务的发展变得极为迫切。方法之一就是加强政府购买公共服务质量的管理和控制。
