残疾人寄养院工作人员素质研究
本文首先从残疾人社会工作的成果研究着手，通过选取Y寄养院工作人员资料数据，对残疾人寄养院工作人员素质进行研究，在研究的基础上得出提高残疾人寄养院工作人员素质的措施，从而对我国残疾人社会工作存在的问题及进一步完善的建议。

Study on the quality of staff in disabled foster homes
——With Y disabled foster home for example
Abstract:People, the disabled, are always the Vulnerable Groups who are troubled and are the most prominent problem groups, which need the special care and support from the Government. The analysis of related files review, and with the current situation and the development status quo of professional in China, as well as according to exploring & research of theoretical plan and the experience of establishing the detailed social jobs with Chinese characteristics, we call on the efforts on increasing publicity of social workers, enhancing the quality of social workers who serve the disabled, and fulfilling all kinds of social work organization system and the appraisal mechanism, and boosting the integration of the resources as well. Moreover we call on efforts on improving the social work service system construction for the disabled, and push the quality enhancement of social workers serving for the disabled.
This article first starts from the research results of social work for the disabled, to study the foster care hospital staff quality. On the basis of the study concluded that measures of improving the quality of their foster care hospital staff, and by the existing problem of social work for the disabled in our country and some suggestions for further perfecting.

一、研究背景
有关残疾人的研究要追溯到几个世纪以前，然而从真正意义上，对残疾人工作人员素质的深入研究才刚刚开始。
残疾人社会保障在西方发达国家的成就卓越，理念上不仅仅从“人道主义”转变为“人本主义”，其责任主体也从“一元”发展为“多元”，而且建立了较完善的专项保障制度和专门的法律条例。因此，西方发达国家残疾人社会保障的成功经验对于我国残疾人社会保障事业的发展具有非常重要的启示和借鉴意义。1601年英王室通过了一个新法案：《济贫法》，它的颁布与实施标志着对残疾人的社会保障由最初的慈善救济、地方贫困救济等转变为政府的行政管理事务，同时非正式的慈善事业开始步入由政府政策主导的正式的社会保障轨迹。1834年，英国又通过了《济贫法（修正案）》，标志着已有的以慈善观念为基础，由一部分人出资，另一部分人接受施舍的救助的终结，政府承担起社会财富再分配的职责。在《贝弗里奇报告》产生之后，各国便强制建立了残疾人社会保险。福利国家丹麦为残疾儿童设立了专项的教育保障，建立适应各种残疾儿童的特教学校，满足各类残疾儿童的学习需求，尤其是在重症残疾儿童的治疗、训练、教育、托养等方面投入了很大的财力、物力。
