The Status Quo and Countermeasures of Human Resources Market Construction in Henan Province
Abstract: Since the Reforming and Opening-up in 1978, the construction of Henan’s human resource market has gained a lot progress, which promotes the development of economy and leads to fully employment. It is obvious that the humanresource market has become an important part of socialist market economy. With the transformation of economic situation the popularity of international communications and change of government functions, some basic principles shall be followed in order to build the human resource market formally and internationally, They are starting from the construction of a unified human resource market, relying on the macroeconomic control policies, strengthening the professional skill trainings, optimizing the protections of vulnerable groups, completing the public employment service system and the legal protection system.

前言
国计之要在于民生，民生之本为就业。温家宝总理说过，就业不仅是与一个人的生活相关联，而且会影响一个人是否能够在社会中有尊严的活着。众所周知，河南省是中国中部地区典型的农业大省，人口众多，随着人口数量的逐年增加，人力资源也在不断地增长,而对于就业，更重要的是依靠人力资源市场的建设。虽然河南省作为人力资源大省，但由于人力资源市场开发较晚、区域分布不合理和利用率较低，使得人力资源市场的质量不高，而且缺乏高技能人才，职业技能与工作岗位不相匹配的一些问题也尤其突出，这给河南省的人力资源市场地发展带来了不小的压力。所以，我们可以用科学发展观和理论作为理论指导思想,以人力资源市场调节机制作用为基础，充分实现就业为宗旨，适应市场的多种需求。由于现阶段正处于建设中原经济区的关键时期，所以把提高劳动者的职业素质，转变人口压力及人力资源的开发问题作为需要解决的中心问题。因此，对于河南省人力资源市场建设的相关状况进行调查分析，并提出有效的策略，是广大待就业人群的迫切需要，也是河南省地方政府、高校以及就业指导相关研究者的一项紧迫的重要课题。
