Analysis of the New Rural Construction in the "Combining Village and Residence" Phenomenon
Abstract：Combining village and residence, under the Background of accelerating the process of Civilianization,is a form of the Construction of new socialist Countryside in some regions of our country. It is to reform the backward structure and management system of countryside, to centralize land and develop Economy. It is a reformation and exploration to centralize Villages nearby and build new community. But there are many unsatisfactory places in the implementation process, mainly reflected in the implementation of the time is not mature and the enthusiasm of the masses is not high. To better implement the project of Combining village and residence, which is good to both the country and people, the relevant Land policies should be improved , the funding mechanism should be broaden , and a social security system covering all residents should be built. Then the related problems will be solved, and the project will be better promoted.

新农村建设中“合村并居”现象分析
前言
在中国，合村并居项目的建设迅速开展，有效的促进了新农村和新城镇化建设，在中国广大省份推广力度很大。当然随着合村并居项目的开展，已不能再简单意义上认为合村并居就是村落重组，可以说它在我国社会体制结构转型过程里充当着很重要的角色，合村并居建设过程中涉及到很多方面，其中包含合村并居社区的形态、组织与管理、以及就业保障和生活方式等诸多方面。是目前中国社会快速转变的重要实现形式，同时也有学者指出合村并项目也是农民朋友和政府部门在根据目前中国农村的实际状况的基础上的一个理性选择。合村并居代表的是新时期中国社会发展的大趋势。但是，不得不承认合村并居还存在着一些问题，不过把合村并居开展的过程中出现的一些不够合理，不够科学的地方，看作是直接影响国家社会稳定的大问题是不正确的。合村并居的大趋势是时代的潮流，关键是扬长避短。
合村并居的概念内涵也很丰富，不同的人有不同的见解。结合当前的社会状态来讲。合村并居是是为了改变农村不合理的结构个管理体质，为农民提供更好的生存环境，更好的去集中农村的土地发展经济，而实施的将附近的村落整合起来，建立新社区为农民服务的综合性改革和探索。把合村并居项目的实施的过程展开来看，合村并居项目的开展包含合村、并点以及后合村三个阶段。因而合村并居是现阶段我国政府解决农村问题的一项重要的措施。
