Abstract: Since the reform and open policy, our country has started the construction socialism new countryside upsurge, the new rural reconstruction key lies in the countryside infrastructure construction, is constructs socialism new countryside and the development modern agriculture important physical conditions. But the new rural infrastructure construction has the following problems: Lack of capital and the investment total quantity are insufficient; the structure is imperfect; Management and utilization efficiency is not high, the legal system is not sound and the debt burden is heavy. Need to solve the following several aspects: Increases the countryside infrastructure construction fund investment; consummates the countryside infrastructure construction structure unceasingly; strengthens the countryside infrastructure construction the classified instruction and the use; consummates the countryside infrastructure legal system and the innovation mechanism unceasingly.

论新农村建设中农村基础设施的完善前言
新时期以来，中央就提出了这一重大决定关于社会主义新农村基础设施的建设，目标在于对农村经济发展的促进以及人民生活水平的不断提高，为了社会主义和谐社会的构建与发展，要努力为中华民族的伟大复兴而继续奋斗，其实现这一复兴目标的关键在于稳定快速发展农村经济和保证农民的安居乐业，因此，完善新农村基础设施建设和促进农村经济的稳定繁荣发展，任务艰巨而重大，需要经历长期的探索与奋斗。
农业在国民经济中占据十分重要的地位，是其他各项产业发展的基础，而在发展农业中农民和农村问题是其重中之重，完善建设新农村基础设施，对于农村经济发展的推动和农业综合生产能力的提高起着重要的关键作用。近年来，在国家和地方财政的大力供给支持下，我国新农村建设中农业基础设施取得了明显的进步与发展，进而对发展农村经济和提高农民收入起到了不断推动的作用；由于我国地域辽阔，农村经济基础地位还比较落后，而且农业人口在总人口中占据的比重较大，农村基础设施建设仍然很薄弱，对农村经济的快速发展在很大程度上起到了阻碍的地步。所以完善新农村农业基础设施建设，尤其是对现有农村公路、电力、水利等相配套的基础设施建设的不断提高，促进“三农”问题的解决与完善，稳步促进发展农村经济和农村社会和谐稳定具有重要的现实意义。
