摘 要:我国是一个传统的农业大国,人力资源极为丰富,在我国的劳动力资源构成中,农村劳动力占据相当大的比例。因此,对农村剩余劳动力转移过程中的人力资源开发极为重要。农村剩余劳动力的人力资源开发是实现“人才强国”战略的基础,是推动国民经济发展的需要,更是解决“三农”问题的重要措施,同时也是建设小康社会的重要保障。目前,我国农村剩余劳动力的转移中的人力资源开发方面还存在着思想意识落后,文化技术水平较低、对农村剩余劳动力的教育和培训投入不足等问题。因此,应采取改变思想意识,提高整体文化素质、加大对农村剩余劳动力资源开发的投入力度等措施,提高农村剩余劳动力转移中的人力资源开发效果。38861
