Problems Existing in the Development of Service Industry in Henan Province and Countermeasure Research
Abstract: The level of regional economic and social harmonious development, to a large extent depends on the service sector accounts for the proportion of economic output. Service industry in Henan province in recent years gained great progress, but compared with developed areas, the development level of the development of service industry in our province still lag behind a lot of time. In this paper, using the latest data show that the service industry in Henan province has developed rapidly but far lower than the current situation of the developed provinces, puts forward the service industry development, unreasonable structure, total revenue is not ideal, and has carried on the reason analysis, summed up the concept of a low level, the service industry development in Henan province, the limitation of system and mechanism, etc., finally the author puts forward the concept of change thinking, strengthen system innovation policy adjustment, to speed up the urbanization process, such as concrete sustainable development strategy, to improve the overall function and the development of service industry in Henan province level, further promote the development of service industry in our province.

河南省服务业发展存在的问题及对策研究
前言
服务业属于世界上流行的产业分类概念，包含传统服务业和现代服务业。传统服务业主要是指交通、住宿、餐饮、文化、教育和健康保险。而现代服务业是依附于现代信息技术和现代管理理念发展起来的新兴服务业门类，具有高人力资本、高技术、高附加值的“三高”特点，发展上呈现出新技术、新业态、新方式的“三新”姿态，包括信息咨询、生态产业、现代物流、中介服务等。
上世纪60年代初，经济发达国家开始将经济重点转向第三产业，产业结构出现了“工业型经济”向“服务型经济”变化的大趋势。我国政府在“十二五”规划纲要中明确提出：“要把推动服务业大发展作为产业结构优化升级的战略要点，营造有利于服务业发展的政策和体制环境，不断提高服务业比重和水平。”基于这样的社会背景，河南省要实现跨越式发展，必须把服务业发展放在区域发展战略更加突出的位置，对服务业发展对策的研究显得更加迫切，对其所做出的研究成果也就被赋予了更重要的理论意义和实用价值。
