摘要环境影响评价(Environmental Impact Assessment,英文缩写为EIA)是实现可持续发展的重要工具，许多国家都要求对建设项目进行环境影响评价。近年来，越来越多的国家已经开始要求对国家的政策、计划和规划的环境影响进行评价。目的是把环境保护目标和措施纳入经济和社会发展的规划中，使环境因素与经济、社会因素一起，在规划形成的早期阶段得到重视。

建设项目环境影响评价制度在我国已经应用了30多年,它是对建设项目进行环境管理的一项基本制度，已被广泛地认为是保护环境,推行可持续发展的重要举措之一，在预防建设项目对环境产生的污染和破坏方面发挥了重要的作用。但是由于历史的、现实的原因建设项目环境影响评价制度在执行过程中仍存在很多问题，使得在实践中建设项目环境影响评价制度的总体成效不显著。论文以建设项目环境影响评价制度具体的应用案例为基础，描述我国建设项目环境影响评价制度实施现状，深层次剖析我国建设项目环境影响评价制度实施效果不佳的原因，并在此基础上提出改善我国建设项目环境影响评价制度执行效果的对策，以期对改善我国现有的环境影响评价制度的立法和执法，促进环评制度健康成长，保护生态环境等有所裨益。56677

Abstract

The EIA, which is short for Environmental Impact Assessment, is a vital tool to carry out sustainable development. Many countries are demanding environmental impact assessment for construction projects. In recent years, more and more countries are beginning to require environmental impact assessment on national policies and plannings. The purpose is to add the environmental objectives and measures to economic and social development planning .Then it can make environmental, economic and social factors draw attention in the early stages of the formation of planning.

The construction project environmental impact assessment system is one of basic project to build an environmental management system, China has implemented construction project environmental impact assessment system more than 30 years. It is widely assured as one of the significant steps to improve environment protection and promote sustainable development. It has been Playing an important role in preventing pollution and damage to environment caused by construction projects. However, because of historical and practical reasons, there are several problems in the implementation process of the construction project environmental impact assessment system .This situation results into the overall ineffectiveness for the construction project environmental impact assessment system in the implementation. This paper is intended to take related specific cases of construction project environmental impact assessment system as a starting point. In order to analysis the implementation of construction project environmental impact assessment system in our China deeply and think out the reasons for poor results on this basis. According to the study, suggestions could be raised to improve our construction project environmental impact assessment system so that the system can be implemented effectively .Above all, I hope this paper can do help to the legislation and enforcement of present construction project environmental impact assessment system in China ,make promotions for the growth of the system .Then ,it can play a positive role for China's environmental protection .
