转型期儿童社会支持体系的研究
儿童的自我保护能力比较弱，更多的是需要外部环境提供支持力量。因此本文主要是从社会环境的角度来看待儿童的社会支持状况，在准确理解和把握社会支持理论的基础上，结合我国近段时间以来频发的儿童伤害事故，从政策法规体系、政府的行政能力、社会支持的主体、支持政策及资源分配情况这几个方面分析了现阶段我国儿童社会支持体系存在的问题。同时借鉴美国、瑞典、日本这三个发达国家在儿童社会支持体系建构方面的成功实践，在本论文最后从国家和政府层面、社区层面、组织层面探讨建构我国儿童社会支持体系的可行方法，其中关于国家和政府层面的思考比较多，包括树立“儿童优先原则”、发展经济、完善政策法规体系、建立政府部门间的联动机制、发展儿童社会工作专业队伍、支持贫困家庭等多个方面。9933

Title Research of children's social support system in the Transition Period
Abstract
At this stage our society is in the intense period of social transformation.There have happened some misunderstanding in the social welfare reformation, which have resulted in a large number of social problems and affected social members' life condition, especially the disadvantaged children. Children are the future of the country, paying attention to the children's needs and caring for them is a important part in the development of social progress.
Children's self-protection ability is weak, so they need the external environment to provide support to protect their lives. This article is mainly from the perspective of the social environment to look at a child's social support status. On the basis of accurately understanding and grasping the theory of social support, combined with frequent child injury accidents in China recently, this article analyzes the problems of our children's social support system from aspects of the policy and law system, the government's administrative ability to support the policies, the condition of support policy and resource allocation. While drawing lessons from the successful practice of the United States, Sweden, Japan, the three developed countries in children's social support system construction, this article try to explore possible ways to construct social support system for our children from the state and government level, community level, organizational level. The thinking of state and government level including build the principle of giving priority to the children，develop economy,
improve the system of policies and regulations, establish a linkage mechanism between the government departments，develop children's social work professionals，support poor families and many other aspects.
