摘  要：金融发展有利于促进经济的发展和城市的进步，对于把淮安建设成为苏北中心城市至关重要。本文主要包括淮安市金融发展现状、存在的问题和对策。其中淮安金融发展的现状包括金融机构初步构成、金融业务发展迅速、政府对金融发展的支持；以及淮安金融发展存在的部分问题包括金融机构体系不够健全、金融市场体系不够完善、金融服务体系不够完备；最后对淮安市的金融发展提出了相应的对策，包括健全金融机构体系、完善金融市场体系、完备金融服务体系。通过对这些内容的阐述，以期对淮安金融的发展有借鉴作用。57097

Abstract：Financial development is conducive to promoting economic development and progress of the city, it is essential for the central city in northern Jiangsu Huaian built into. In this paper, including the status of financial development Huaian, problems and countermeasures. 1  引言

    在现代经济发展方式当中，金融经济起到了关键性作用，其在调配资源设置、风险控制、信息管理与提供、资金利用等方面起到了核心作用，金融发展成为了现代市场经济发展的最主要内容[1]。金融包括与物价有紧密联系的货币流通，银行与非银行金融机构体系，短期资金拆借市场，资本市场，保险系统，以及国际金融等领域。金融发展是指金融结构的变化，金融结构的变化涵盖了短期的变化和长期内的变化，它既是各个连续时期内金融交易的流量同时又是对不同时点上的金融结构变化的比较。金融发展对城市的经济发展具有一定的推动作用。首先，金融发展有利于城市经济中资本的积聚与集中的实现，能够帮助现代化产业的大规模生产经营的实现，实现规模经济效益。其次，金融发展有利于资源使用效率的增长，从而使社会经济效率得到提高。第三，金融发展有助于提高用金融资产进行储蓄的占比，从而有利于社会投资水平的提高。金融发展现已成为当下最热门的话题，且与人们的日常生活越来越密切，值得关注。
