摘 要：全面预算管理是从企业出发，通过一系列计划、决策，用价值反映出企业未来一定时期内经营活动的综合管理系统。是利用计划对企业内外资源进行分配、制定、掌控，从而帮助企业改进自身，赢得最大利润，达到企业长期可持续发展的战略目标。房地产行业目前已经成为了中国国民经济的重要支柱产业之一，但是作为一个近二十年才崛起的行业来说，该行业在全面预算管理方面做得并不是很好。本文以江苏天宇建设集团有限公司为研究对象，分析其在全面预算管理中的情况，找出存在的问题，并相应提出完善的解决措施。55452

Abstract：The comprehensive budget management  comes from the enterprise, through a series of  planning, decision-making, reflect the comprehensive  enterprise management system for a certain period in the future  business activities  with the value.It is the use of  planned  allocation  of  enterprise resources, develop,control.So it can help enterprises improve their  own and win  the biggest profit.At last it can arrive strategic objectives. The real estate  industry  has  become  Chinese  important pillar  of the  national economy, but  as  a  nearly  twenty  years before  the  rise of  the  industry.The industry in the comprehensive budget  management  is not doing well. In this paper, Jiangsu Tianyu  construction group  limited company as the research object,analysis the  comprehensive budget management  situation, find out the existing problems and puts forward  the  corresponding  improvement  measures.
