The Gain And Loss Of Strategy Adopted

Abstract:Wu zetian ,as the only Queen in the history of Chinese feudal society .For thousands of years, people have described the evaluation of her mixed ,different praise or blame. Someone says that she was dissolute tyranny and brutal, but she was an outstanding statesman in feudal times. Wu zetian attached great importance to talents, she improves personnel policies and seeks virtuous persons frequently, which make the Tang Dynasty's social economy continue to develop .However ,she appointed a few merciless persons to be judges and abused her rights which make the hearts instability and polities sink.But in general ,the ideas and measures of personal policies. We discussed from four aspects to the policy of the gain and loss of personal policies :the first is the principle of personal policies ,the second is the way of personal policies, the third is the types of personal policies,and the last is the impact of personal policies.

武则天的用人政策及其得失
前言
武则天是中国古代封建社会的唯一女皇，与此同时，她还是中国封建社会杰出的地主阶级政治家，这在浩瀚的中国古代历史上是绝无仅有的。她生于公元623年，卒于公元705年。在她14岁的时候被选送皇宫，开始她一生中长达68年的宫廷生活。她起初被选为太宗的才人，而后高宗即帝位，立其为后，之后高宗驾崩，经过几次宫廷争斗，武则天遂自立为皇帝。在1000多年前的封建时代，在男尊女卑传统观念特别浓厚的中国古代，她打破家族天下的传统，排除各种艰难险阻，打倒了所有的反对者，当上了女皇帝。武则天的这一流传千古的行为的成功，在中国的女权运动史上，不得不说是一个伟大的奇迹。
自公元七世纪吹冰十年代唐高宗即位到公元七百零五年武则天病逝，将近五十年的时间里，中国政治的绝对权力都掌握在她的手中。她统治期间，在政治上，抑制豪门，打击豪门氏族，发展完善科举制度，使大量的寒门人才进入政治舞台；在农业上，她主张兴修水利，奖励农桑，减轻徭役，使经济得到长足发展，人口数量得到了大幅增加；在人才上，她打破常规，知人善任，破格用人；在军事上，她加强国家边防建设，改善与边境各国的关系，实行屯田制度。这一系列措施使国家强盛，百姓富足，因此享有“贞观遗风”之美誉，同时为被后世“开元盛世”的唐朝鼎盛时期打下基础。著名历史学家郭沫若称赞她是一个“政启开元，志宏贞观”的贤明君主[1]。那么，武则天是怎么获得如此丰功伟绩的呢？其雄才大略固然重要，但最重要的是其高超的用人艺术。对此，对其做过中肯的评价:“武则天的确是个治国的人才，她不但拥有容人的胸襟，并且还有识别人才的智慧和充分利用人才的手段。”本文试图从武则天的用人得失方面作一些粗浅的探讨。
