From local department of education to all school leadership both take the test scores as tools to assess the achievements of teachers, therefore, the teacher is increasing the pressure on the students. The single way of evaluation will inevitably lead to students focusing on the scores and only staying in the level of solving problems. There is still a long way to go if the students want to communicate with others in English.
