政府在社保基金管理制度养老保障制度的建设作用

Abstract Social security system is an important part of market economy, the social security fund management is the most important part of this system, is the core part, which includes a series of problems in financing, operation and supervision etc.. But China's basic social security agencies lack the independence, the legal status of fuzzy. The existing investment system has been unable to meet China's social security fund management needs, as well as to the government in the management of social security fund supervision is set in an unreasonable question, that labor and social security departments of internal supervision, auditing and financial departments of the administrative supervision belong to the government since I regulation, is difficult to effectively achieve regulatory purposes, and quality supervision of staff is low. In this paper, the government should actively build perfect social security fund supervision legal system, promoting the construction of multi-level regulatory mode, fund balance by guided by market value, fund to improve the supervision of social security fund information disclosure supervision personnel system, enrich the power of supervision, improve the quality of personnel. The creative points of this paper puts forward the construction of the social security bank and supervision personnel occupation qualification test.
