摘要：随着科学技术的不断发展，人们生活水平的不断提高，户外活动吸引了越来越多的人参加，人群密集的地方就存在安全隐患，因此在户外活动中的事故就接连发生，造成的人员伤亡及经济损失数目惊人，因此户外疏散与应急管理就显得尤为重要。随着各部门对安全的重视程度的增长，户外疏散与应急管理的方式方法多种多样，但是随着而来的也出现了一些问题，尤其是人员上岗问题。本篇文章结合我国的实际，在看待如何有效的管理户外活动的安全制定合理的户外疏散与应急管理方案的问题上，一方面我们从活动本身的隐患因素控制出发，另一方面又将改进人员安全意识，加强专业安全管理人员作为主要研究对象，将理论与现实案例相结合，综合不同事故分析，采用边总结边推理的研究方式，对户外疏散与应急管理方法进行全面的研究与探讨。

本篇论文一共分为五个章节。第一章是引言部分，首先讲述了论文的研究背景和研究意义。其次讲述了论文的研究目的和国内外研究现状。第二章部分简单介绍了贸易便利化的内容，首先引出了户外事故大多是由于大型群众性活动而产生的，以及对比了国内外对大型活动的管理现状，最后使大型群众性活动的安全管理体系内容更为清晰明了。第三章部分主要从大型活动的特点入手，以上海外滩踩踏事故为原型，具体阐述了踩踏事故发生的原因。第四章部分针对上述问题阐述了疏散与应急管理的意义。第五章部分也就是最后一章对全文进行了总结和概括。最后一章主要是总结全文，对全文的主题进行总结。
