High-level Scientific and Technological Talents in Henan Province and Countermeasures
Abstract: The high level talented person is impels the social economy to grow continues the power.Specially in under the economy sustainable development macroenvironment direction, the human capital in particular high level human capital achievement can reflect fully the entrepreneur and on the science and technology human resources contour level talented person body knowledge, the skill and the experience condition and so on the sum total, its quantity and the quality increase and the structure optimization may promote element of production and so on material capital income increasings as well as the technology advancement, the realization production method by extensively to innovates reforming.This article analyzes from two aspects: The Henan high level scientists and technicians, the high level scientists and technicians troop constructs.These two aspects exist the question, and proposes the corresponding improvement measure, the safeguard method, altogether four parts.

前言
最近,人事部人事与人才研究所组织召开了多次“高层次人才队伍建设座谈会”响应国务院实现创新型国家转型的号召,邀请了中国科学院、中国社会科学院，就高层次科技人才概念、高层次科技人才队伍建设中存在的不足、高层次科技人才队伍建设对策等问题进行了讨论。这突出了高层次人才队伍建设及对策问题的重要性。河南省高层次科技人才队伍建设问题的重要性也不言而喻，为了建设好河南省高层次科技人才队伍建设，就有必要对其进行探讨和提出相关建议。河南省与我国其他省相比较具有人力资源基数大、有一部分高新技术行业园区等特点。但还有高层次科技人才数量少、质量相对较低的问题。所以，应针对这些问题进行探讨并提出相应改进措施，以使河南省高层次科技人才队伍建设相对与其他省可以迎头赶上，甚至有所超越！
