Analysis on The Causes and Countermeasures of The Talents Flow in The Local University in Henan Province
Abstract: This paper analyzes the present situation of brain drain in local colleges in henan province, from the geographical factors, system construction and the internal factors of colleges and universities as long as the cause of brain drain in colleges and universities were analyzed. Combining with the characteristics of henan provincial universities put forward the perfect mechanism of choose and employ persons, to create a talent system and policy environment; Create a full of vigor and vitality of the cultural environment; Optimizing academic environment, forming loose active academic atmosphere; Speed up the construction and development of colleges and universities in henan province, to promote competitiveness of colleges and universities in henan province and other measures to solve the problem of brain drain in colleges and universities.

河南省地方高校人才流动的原因及对策分析
前言
我国目前人才培养的主要渠道就是通过高校教育。高校是我国家培养人才的主要基地，高等院校人才的流动意着国家人才的流动，合理的人才流动对于国家和高校自身来说具有一定的积极意义，但是不合理的人才流动对于国家和高校人才资源来说也是有害无利的。高校教育的质量与高校内部的人才有着密切的关系。为了使高校人力资源配置的合理化、结构的优化，就必须提高高校人才的整体素质，通过合理的激励方式促进教师的合理流动，从而保证高校的发展。高校人才的稳定性的缺失，越来越为突出。造成这种现象的主要原因有两个方面：一方面是由于我国本身正处在转型时期，这种转型必然会造成学校发展的失衡；另一方面，管理理念和管理方法过于传统，从而使人才对自己所在的工作环境缺乏认同感，从某些方面上说加速了高校人才的流动。河南地方高校人才的流动已经严重影响到了河南省目前的社会、经济、文化的发展。因此，河南地方的所有高等院校都应该高度重视教师队伍的建设，努力吸引人才，稳定人才，努力培养高水平的师资队伍。
